As regards Commander Taylor's concluding statement (para 21) that Mr Chan Pui, & few days after the disappearance of the shroff wrote an anonymous letter to the Colonial Secre- tw, in which he brought unfounded charges against another officer in the Harbour Department, the facts are as follows. An anonymous letter, dated the 26th October,1910, was received at the Colonial Secretary's Office to the effect that the Euro- pean Emigration or 3rd clerk in the Harbour Office charged the
tot 1 Pacific Mail Company 20 and the Harbour Office 30 350.- as overtime fee for passing only 99 passengers for the 8.8. "Siberia" on Saturday afternon the 16th October,1910. The writer added that passing 99 passengers occupies less than an
hour. The clerk in question was dr Lenfesty. Upon inquiry

the facts were found to be as stated and a refund of $20 was made by His Excellency's directions to the Pacific Mail Com- pany. In the course of the inquiry Commander Taylor elicited from Mr Chan Pui the admission that he was the writer of the anonymous letter and Mr Chan Pui was severely reprimanded for writing it. I may, however, point out that, inasmuch as, when the affair was first officially brought to his notice by an inquiry from this department based upon the anonymous letter, Commander Taylor minutod:- "The matter is perfectly
1 order,-" it seems improbable that any representation made
to the Harbour Master would have had any useful result.
